The review is an outlook on Russian innovation system made by foreign experts from the Organization for Economic Cooperation and Development. It will be presented to Russian federal authorities including the Minister of Education and Science of Russian Federation. Only three regions will be evaluated. They are Tomsk, Tatarstan, and Saint Petersburg.

The delegation includes Jean Guinet, head of the OECD Department of National Reviews, head of the delegation, Patrick Dubarle, OECD consultant, William James Tompson, head of the OECD Department of Regional Innovation Reviews, Vladimir Kiselev, Government Agency ‘Center for Research and Statistics’ of the Ministry of Education and Science of Russian Federation.
