The 2009 EU Industrial R&D Investment Scoreboard, released in November 2009, presents information on 2000 companies from around the world reporting major investments in R&D. The set of companies it covers comprises the top 1000 R&D investors whose registered offices are in the EU and the top 1000 registered elsewhere.

The project of a long-term forecast of Russian Federation scientific and technological development (to 2025) was presented at the Coordination Group meeting on November 11, 2008. There was a discussion on December 2, 2008, of the long-term forecast to the year 2025.
The forecast of Russian Federation scientific and technological development was introduced by the Russian Academy of Sciences in accordance with Clause 2 of the presidential mandate of D. A. Medvedev from April 5, 2008, No. Pr-861 GS. Appendix 1. Development forecast of scientific and technological fields which have considerable applied potential in the long-term period was presented by institutes of the Russian Academy of Science.
The project «Russian IT Foresight long-term technological forecast» was completed in 2007. According to the results, the main trends and development perspectives of the science and technology progress in the information technology field were identified and then presented in the overall report. Within the scope of the project, a general opinion of experts from academic, governmental and business societies was formed for information technology field development. The strategy was confirmed by the Decree of the President of the Russian Federation No. 537 of March 12, 2009. There are numerous priorities to safeguard Russian Federation national security. Only if country’s efforts and resources are concentrated, sustainable development, as one of the crucial priorities, can be achieved, by means of the national innovation system development and investments in human capital. Science, technology and culture have to be developed by consolidating the role of state and strengthening public and private sectors’ partnership. Also, the strategic goals for the safeguarding of national security in the scientific, technological and educational fields have been specified.
The strategy has been developed for the period to 2015. Target indicators, defining the implementation of the Strategy, are determined for each year up to 2015. It also comprises amount of financing and financing sources. Studies for the Strategy considered inertial dynamics, which in reality does not give proper reasons to hope for a formation of a knowledge-based economy in the country. It can lead to further stagnation of science and innovation sectors. Rational options for the implementation of the Strategy are based on legitimate conservatism in increasing the budgetary expenses for the implementation of the Strategy and aimed at governmental policy stimulating to support the country’s innovation development.
The topic of this report is working-out of the optimal approach to the formation and implementation of development projects at the regional level, which are capable to provide the highest social and economic results with the effective usage of available financial, political and human resources. The report analyzes the dynamics of Russian global competitiveness as one of the state development indicators and key factors which determine the competitiveness level. The results of the research reveal the main factors that restrain the competitiveness growth of Russia according to the estimates of international experts, and suggest measures to be undertaken at the regional level.

The concept of long-term social and economic development of the Russian Federation was set out according to presidential mandate resulting from the meeting of the State Council on July 21, 2006. Its aim was to determine the ways and methods to provide the sustainable growth of Russian citizens’ welfare, to strengthen national security and boost dynamic economic development in the long-term (2008–2020), as well as to increase influence of the Russian Federation in the world community. In accordance with this aim the following points were formulated: characteristics of the long-term social and economic development goals, taking into account the main challenges of the times to come; the strategy — methods, directions and steps — how to achieve the set goals; forms and devices of the strategic partnership of the state, business and society in achieving the goals of the Conception; goals themselves, goal indicators, priorities and the main tasks of the long-term policy in the development of social sphere, science and technology, structural economic reforming; goals and priorities of external economic policy; parameters for spatial development of the Russian economy, tasks and goals of the territorial development in the long-term.
