European view of Russia economy modernization
In his lecture Ezhi Osyatinski put an emphasis on historicity of transformation process of European countries economies and a modernization process, which has been going on in Russia since the end of XXth century. According to Mr. Osyatinski, modern market economy, notably Russia economy, requires the presence of several essential factors. They are as follows: firstly, state mechanisms that could provide economic processes control; secondly, modern infrastructure that allows processes, which take place in developed countries, flowing in the directions chosen. Thirdly, investments in the development of different field’s priority directions.
President Counselor for the economic affairs of the Republic of Poland focused on the threads, which could impede modernization processes in Russia. The first and foremost thread is “a problem of abundance” of fuel and raw materials. According to Ezhi Osyatinski, a product’s high energy consumption could not be competitive on the modern markets. There is also no emphasis on modernization in Russia and it hampers the processes of economic development in the country. “Budget financing directly depends on raw materials world prices”, says the Counselor.
In conclusion Ezhi Osyatinski highlighted that a well-planned structural and regional policy of the state is required for the acceleration of modernization processes in Russia and other countries’ economies. It includes providing the opportunity for Russian enterprises to be involved in international competition in order to have internationally competitive products. However, the Counselor underlined that the role of the state in economic development is limited, and such policy should not substitute business and its functions.
