INO Tomsk 2020 project objective

Main objective of INO Tomsk 2020 project is to accumulate intellectual resources in seven global directions:

The first one is a multilevel and constant model of education. Main results:

• at least half of general education schools will enter an elite sector of the region education;
• at least 15 resource centers and 5 business-incubators should be established within the system of elementary and secondary professional education;
• 70 new and modernized world standard educational programs should be introduced;
• 5000 world standard specialists in university programs are planned to be trained, 50% of research universities educational programs are to be accredited.

The second one is energy saving technologies and technical means for energy-intensive branches of economy.

The third one is nanoelectronics and intellectual power electronics.

The fourth one is nanotechnologies, perspective materials elaboration and development of bunch, plasma and electro discharge technologies.

The fifth one is high-technology medicine, medical biotechnologies and pharmaceutical technologies.

The sixth one is rational environmental management and advance processing of natural resources.

The seventh is nuclear technologies.

Working out of various innovation products and technologies and full-scale production establishment are planned in accordance with all scientific and technical directions of the “breakthrough”. A part of research directions can be transformed into a separate industry. Each direction will have their industrial partners, including foreign ones. According to preliminary estimates, the project implementation will lead to R&D double extent; innovation technologies entrenchment sales will reach at least 10 billion rubles level by 2013.

Tomsk region advantage over the neighbor regions

Apart from scientific and educational park, special economic zone development INO Tomsk 2020 project purports social infrastructure development (residential area for innovators, university campus, wood meadows, sport and culture objects), transportation modernization (international airport, highways, railways) and several other actions.

Significance of INO Tomsk 2020 project implementation for Russia

First of all, INO Tomsk 2020 project implementation will allow improving Russia’s image in the world innovation system, increasing the attractiveness of innovation development model under the influence of Tomsk region “history of success” for Russia regions, copying a tested model to the other innovation regions of Russia and increasing Siberian regions global competitiveness.
