Transport strategies for the Russian Federation

This report is an evaluation of Russia’s transportation sector. It proposes courses of action to be taken to arrest the transportation decline and to manage its transition to a system more suited to a market based economy.

Railways, road transport, urban passenger transport, highways, ports, maritime and river transport, airlines and civil aviation, and transport equipment manufacturing are all covered by the report. In addition, the infrastructure assets, the institutional framework, and the operating and financial performance of each mode are discussed. The study also analyzes the economic and fiscal impact of each transport mode on the national economy and assesses how that role may change in the future. A strategy for change, based on the analysis, along with recommendations for the Government of the Russian Federation to help the transport sector adapt to its new market role is developed as part of this report.

    The concept of long-term social and economic development of the Russian Federation was set out according to presidential mandate resulting from the meeting of the State Council on July 21, 2006. Its aim was to determine the ways and methods to provide the sustainable growth of Russian citizens’ welfare, to strengthen national security and boost dynamic economic development in the long-term (2008–2020), as well as to increase influence of the Russian Federation in the world community.

    In accordance with this aim the following points were formulated:

    • characteristics of the long-term social and economic development goals, taking into account the main challenges of the times to come;
    • the strategy — methods, directions and steps — how to achieve the set goals;
    • forms and devices of the strategic partnership of the state, business and society in achieving the goals of the Conception;
    • goals themselves, goal indicators, priorities and the main tasks of the long-term policy in the development of social sphere, science and technology, structural economic reforming;
    • goals and priorities of external economic policy;
    • parameters for spatial development of the Russian economy, tasks and goals of the territorial development in the long-term.
