How does Inter-institutional analytical center work in the field of innovation development?

Since the middle of 2009 we have been participating in elaboration of innovation development tools and mechanisms within the framework of innovation initiatives. We directly took part in working-out of RF Government Decree №218 on high-tech production projects through the request of the companies with the participation of universities, RF Government Decree №219 on development of universities innovation infrastructure, RF Government Decree №220 on involvement of leading scientists and foreign specialists in universities. It demonstrates the process of transition from financing through federal target programs to financing through national programs. At the beginning of 2011 the list of such programs has been approved. The programs include ones of companies with state participation innovation development and technological platforms. Consequently, both tools are the part of one huge mechanism.

In what way will the projects on technological platforms directions be taken into consideration by the companies with state participation?

Inter-institutional analytical center is an expert group in programs of companies with state participation innovation development. We are accompanying an elaboration of 22 companies programs. It is mainly a high-technology defense industry complex — Russian Technologies State Corporation, United Aircraft Corporation (UAC), United Shipbuilding Corporation (USBC), Energia, Rocket-and-Space Corporation. Companies introduce huge funds for financing of working-outs, which are currently presented in limits and need to be implemented by means of particular projects, in innovation development programs. Such projects, undoubtedly, should be of interest for the company and aimed at result. It is important to highlight that according to our estimation the projects, which get through the technological platforms, have better chances to have an access to budget and regional resources, recourses of companies with state participation and private business resources.

What role does Inter-institutional analytical center play in technological platforms development process?

In the course of the work with technological platforms Inter-institutional analytical center has quickly turned from an assisting infrastructure to the infrastructure that studies the best experience and implements it in other technological platforms. We have seen that the technological platform “Medicine of the future”, which is worked out by Tomsk specialists, is the exemplary one and can be provided as an example for others.

What are distinctive features of technological platform “Medicine of the future”?

Today only 3 platforms from 27 ones, approved for implementation by Government Committee on high technologies and innovation, are initiated by regional representatives. First two platforms have vertical structure. “Medicine of the future” is a geographically-distributed platform, but Tomsk consolidates all the participants. Initiators of Medicine of the future technological platform demonstrate the pattern of how one should deals with such new tool as ‘technological platform’. We can see that the way of Medicine of the future working provides the full efficiency of the technological platform. The presence of the platform in such a complicated, sensitive and socially important field as “Medicine of the future” is a very significant event. Its leading positions that have been decently and objectively deserved should be manifested in the fact that it will become the first officially approved technological platform in the Russian Federation. Foundation conference of technological platform “Medicine of the future” will be conducted in Tomsk on May 26.

How will the state assistance of technological platforms implementation work?

Technological platform is the window of opportunities. Nothing is provided for no special reason in the framework of its elaboration. Such mechanisms will work that will be elaborated by the participants. That is why technological platform should provide the suggestions on state assistance, on companies with state participation involvement to the platform implementation in form of definite projects and initiatives.
