What is a technology platform, how is it organized and what is special about it?

In Russia technology platforms represent an instrument to manage research and development. Basic research in Russia is already well-established, and one should focus on the second stage, i.e. introduction of basic research results into practice. However, a problem has emerged in connection with this task. How does one make large corporations invest money into R&D? Technology platform serves as a kind of meeting point for corporations, government, universities and research institutions.

What role do government and business play in creating and developing technology platforms?

Technology platform primarily deals with management and streamlining of control mechanisms. It comprises three stages. During the first stage a common playing field is created for business, government and developers. At the second stage technological foresight analysis is carried out. Currently we are working on the network project focusing on technological foresight in the field of biopharmaceutics, new materials, devices and hydrocarbons. Strategic research program and general vision of technological priorities are formulated based on foresight analysis. The government approves this strategic program; therefore it funds specific research topics. Moreover, business has its own stake in these research topics and starts constructing production facilities for specific drugs and devices, doing so within federal programs. Business and government bear equal risks in this process.

What are further steps in creating the Technology Platform “Medicine of the Future”?

We have been working on the “Medicine of the Future” platform for over five months. The next tactical step would be to create a roadmap, i.e. a line of products, selected based on Russian economic development scenarios, as well as cost of those products, expenses, working force qualification etc. When this product line is created, risks are calculated, proposals are made, and tactics is outlined, then the business starts financing product lines, elaborates a plan, arranges a market etc.
