What are, in your point of view, the competitive advantages of the Tomsk Region in development of nuclear technology?

For historical reasons nuclear research is associated with secrecy, therefore it is impossible for research institutes under the aegis of Rosatom to enter the foreign markets. However, institutes under the aegis of the Russian Ministry of Education and Science have such an opportunity. As for the Tomsk Region, institutes of the Tomsk Polytechnic University have accumulated enormous experience in nuclear energy research.

Is international cooperation an essential feature of contemporary research?

Engineering research of such scale is expensive, and no single country can afford it on its own. ITER (International Thermonuclear Experimental Reactor) is a classical example of this phenomenon, as this project involves several countries.

Is there, in your point of view, a task of establishing a special system to manage research and development?

This is a hot topic and the niche is not yet occupied. This is proved by the fact that last year young researchers, who strive to occupy management positions in the future, have undergone an overseas internship where they learnt about Western experience of research management.

What are the new opportunities for Russia in engineering education?

Some countries that have atomic energy industry face a serious problem, as they do not have a system of nuclear engineering education. Egypt, Jordan, Libya choose Russia not only as a supplier of technology, but also as a country that has an established system for training of nuclear engineers.

All over the world engineering education is research-oriented, and countries working to establish their own atomic energy industry need an education system to train personnel in operation of atomic power stations. In Russia these majors were inherited from the Soviet Union and can be found in Obninsk, Tomsk and at Moscow Engineering Physics Institute. Tomsk advantage consists in the fact that engineers specialized in operation of atomic power stations are trained at the universities in close cooperation with local enterprises. This gives our universities a chance to occupy a niche in the global education market.
