I greet you on the opening of the Forum, which already in 14th times gathers representatives of authorities, expert and business community in Tomsk.
The topic of present forum is "Innovative Russia — 2020: How to Launch the Knowledge-Based Economy?" In order to tackle this ambitious task, advanced ideas, pathfinding projects and their commercialization and wide application in industry are required.
I reckon that your recommendations will contribute to strengthening of relations between science and production, more active investment involvement for establishment of regional innovation systems.

Let me welcome the participants, guests and organizers of the XIV (Fourteenth) Tomsk Innovation Forum!
The Forum theme "The Innovative Russia 2020: How to launch the knowledge-based economy in Russia?" is one of the most topical issues for the country’s strategic development and its future.
We have a breakthrough to make and move to the new economy – knowledge-based economy.
Performance of this task is only possible with society consolidation, coordination of common efforts on creation of a new economic environment for innovative business. This new environment means developing applied research business, establishing technology market, transition to post-industrial manufacturing.
Tomsk Innovation Forum became an acknowledged site where representatives of the state authorities, business and science, where Russian and foreign experts can discuss ways and mechanisms of innovative economy development.
The role of Forum is particularly important for attracting interest of young specialists and researchers to the process of the Russian economy’s conversion into innovative type of development. I believe that modern young people are ready to give new ideas and approaches for solving the urgent problems of our time. Awareness of the responsibility for Russia’s future, combined with initiatives and creative impulse of young people, will allow implementing the stated goals of national innovative development.
Deputies of the State Duma of the Federal Assembly of the Russian Federation are always ready to consider all the constructive ideas and proposals, aimed at establishment of legislative basis for innovative economy development in Russia.

I sincerely welcome the organizers, participants and guests of the XIV Tomsk Innovation Forum on behalf of the Ministry of Economic Development of the Russian Federation!
Experts have long ago recognized the Tomsk Forum as an efficient discussion platform, where the leading representatives of the business and research communities gather from year to year to discuss various issues associated with innovative development, as innovations are the strategic priority for the Russian Federation. Moreover, it was at the Tomsk Forum in 2010, that the idea of an Association of Innovative Regions was voiced. This Association was then established and successfully operates today.
Tomsk takes a pride in its first-rate institutions of higher education, professionals and students who strive to ensure practical implementation of their ideas. Tomsk Special Economic Zone is one of the most successful in Russia and currently hosts over 40 tenant companies. Innovation cluster, covering the whole range of activities from scientific research to promotion of competitive high-tech products in the market, is being formed in Tomsk at a great pace. Here the notions of “knowledge-based economy” and “innovative economy” have long ago ceased to be associated with a narrow professional field and are now discussed by the whole of society. And Tomsk Innovation Forum has made a significant contribution to this phenomenon.

Dear friends, colleagues, participants and guests of the forum!
This year it is concurred that The XIV Tomsk innovation forum opens right after Russian schoolchildren celebrate Last Bell ceremony and the gates into adult life are opened for them. I think that it is not coincidentally, whereas on May 26-27 in Tomsk we will discuss the acute for modern Russia issue: how to launch the Knowledge-Based Economy?
Experience shows that the task of transition to knowledge-based Economy can’t be tackled by the set of standard measures. Now we already see that it is insufficient to simply establish infrastructure objects. Innovations are not a product of definite people or organizations. Connections, processes, knowledge management become crucial. Tomsk forum is a ground for establishing such connections, and a creation of Association of Russian innovative regions within the last year forum is a proof for it.
We have all the innovation prerequisites, but how to turn them into investments and other resources? We need positive environment for it. Correspondently, within the grounds of The XIV Tomsk innovation forum we will discuss the issues devoted to new city space creation, education, science and business interaction, ecology. Tomsk is waiting for scientists, experts, entrepreneurs, leaders of Association of Russian innovative regions, business angels, owners and top managers of leading Russian and foreign companies.
Today we should undertake practical steps in order youth that yesterday had their Last Bell ceremony celebrations live in the conditions of intellectual but not resource-based economy. On May 26-27 I invite everybody, who builds knowledge-based economy in Russia, in our hospitable Tomsk.

The XIVth Tomsk Innovation Forum INNOVUS «Innovative Russia — 2020: How to Launch the Knowledge-Based Economy?»

INNOVUS acts as an annual nation-wide communication site for discussion of the Strategy for the Innovative Development of the Russian Federation until 2020.
The Forum program will be concentrated around the Strategy for the Innovative Development of the Russian Federation until 2020 that identifies key practical steps needed to launch the innovative economy in Russia.
The main Forum objective is to ensure efficient communication of the key actors implementing the Russian Strategy for the Innovative Development.
Tasks of INNOVUS-2011:
– introduce new topics, tasks and benchmarks stipulated in the Russian Strategy for the Innovative Development into the innovative community discourse and give practical assessment of the knowledge-based economy launch and its progress
–rely on the Strategy provisions in the course of discussion clubs and round tables and identify the key topics that can become a foundation for future forums within the next 5-7 years (elaborate the forum subject matter for several years ahead)
Central topic of the Forum – practical steps towards innovative economy. It will be discussed by politicians, heads of ministries, governors of the leading innovative regions, representatives of large businesses, state corporations, universities, development facilitators, developers of technological platforms and foreign experts.
Open University Skolkovo will start its operation in Tomsk during the Forum. The Forum will be accompanied by such prominent events as the TEDx conference “Mistakes correction” and BRIDGE to SUCCESS. Tomsk-2011. New technologies created by innovative companies will be demonstrated at the exhibit of innovations.
A series of workshops will become a crucial practical component of the forum agenda. Experts representing various professional fields will share their experience in innovative product creation with INNOVUS participants.
