Today, many regions of the Russian Federation have been successfully implementing innovations. They forge ahead in this process and become centers distributing their unique ideas, technologies and research developments.

This Forum is one of the biggest and most considerable events devoted to innovations. Its agenda ‘Innovation Regional Leadership: Competing for the Future’ corresponds to the challenges of the modern world and helps to identify tasks for Russian economy modernization and its transition to a new development level. Only if federal and regional authorities, business, research and social organizations will work together, we can reach certain results.
It is no accident that Tomsk hosts this Forum. On behalf of the Russian Union of Industrialists and Entrepreneurs, I am pleased to welcome participants, guests and organizers of the XIIIth Tomsk Innovation Forum.
Tomsk is the best place to discuss regional innovation leadership and to assess creation of regional innovative systems, as it was announced in the Forum program.
Russia is in the beginning of its way to innovation economy. It is not a myth already, but not a today’s reality yet. Tomsk Oblast is ahead of many other regions of the Russian Federation. This is a growth point contributing to a new economy’s development.
The Russian Union of Industrialists and Entrepreneurs works extensively on its own suggestions on taxation, mechanisms of public and private partnership, support of special economic research and development zones in order to boost innovation development.
However, the main problem interfering with a “smart” economy’s development could be lack of a common strategy which contains both propositions, and clearly shaped mechanisms for innovations implementation. Another crucial issue is lack of highly qualified specialists capable to assure and administer innovation process.
The XIIIth Tomsk Innovation Forum provides the opportunity to discuss these vital questions and to see the examples how to solve the most difficult problems. No doubt, this Forum will result in a number of initiatives and suggestions which will work out on federal level too.

It is our honor and pleasure to invite you to Tomsk, well-known scientific and educational center of our country, city of students and scientists, city which is forever young!
For the 13th time Tomsk Oblast welcomes specialists in innovations to take part in Tomsk Innovation Forum. This year it will be run under its proper name INNOVUS. This name means changes, constant regeneration. Our country needs rejuvenation, economical modernization, knowledge-based high technology development.
This year we will be talking about regional aspects of our country’s innovative development. During panel and roundtable discussions we will try together to identify objective criteria to evaluate regional innovative potential and tools for regional development. We will continue the discussion initiated in February 2010 in Tomsk by Dmitry Medvedev, President of the Russian Federation, at the meeting of the Committee on Modernization and Technological Development of Russian Economy about participation of companies in scientific research, engineering development and implementation of research results in manufacturing process.
The Forum program is very diverse, so all of us will have a chance to share opinions, ideas and projects.
